Shoreline Demolition Around Light Rail and 1950s Lots

Shoreline is changing quickly, and demolition contractors here are busy with lots being cleared for townhomes, cottages and rebuilds. From 1950 to 1957, the area was the fastest-growing part of the Seattle metro, with a 64 percent population increase. Those postwar ramblers and their detached garages are what we take down most often. The city incorporated on August 31, 1995, and counted 58,608 residents in 2020.

What Shoreline asks for on a demolition permit

The City of Shoreline's demolition permit checklist has some details that differ from its neighbors:

  • Asbestos. The city does not require asbestos reports to be submitted, but you have to confirm the Puget Sound Clean Air Agency was notified of the demolition before the permit is issued.
  • Trees. "No clearing, grading, or tree removal is authorized under a demolition permit." Tree protection for all trees on site must be shown on the plans, unless the demolition runs with another permit that covers removal.
  • Sewer. A separate wastewater permit may be needed to cap an existing sewer connection.
  • Salvage. A Waste Diversion Plan and Salvage Assessment is required for projects with a work area over 1,000 square feet. For whole-building demolition or deconstruction, a qualified salvage verifier must complete the form; qualifying verifiers include salvage retailers, licensed deconstruction contractors and demolition companies familiar with local salvage markets.

Because tree removal is not covered, owners planning a rebuild often run the demolition with the new building permit so the removal work is shown on one set of plans. We can work either way.

The Clean Air Agency process

The agency requires a survey by an AHERA-certified building inspector, then a demolition notification for any structure with more than 120 square feet of roof area, then a 10-day wait. Postwar houses in Shoreline often have asbestos in old floor tile, textured ceilings, duct wrap and siding. If the survey finds it, abatement comes first.

Station areas and Aurora Avenue

Two Link light rail stations now serve the city, Shoreline South/148th and Shoreline North/185th, with about 1,000 park-and-ride stalls between them. Aurora Avenue (State Route 99) runs through the city and carries the RapidRide E Line. Lots near the stations and along Aurora are where we see the most teardowns for new multi-unit housing. These jobs often involve a house plus garage, concrete and old landscaping walls, all cleared to bare dirt.

Hills and the Sound

Shoreline sits at an elevation of about 472 feet on its upland, with Richmond Beach in the northwest corner near Puget Sound. Lots on the west side slope toward the water, which means hauling uphill, protecting downhill neighbors and keeping sediment out of drainage. We plan the haul route and erosion control on the first visit.

Shoreline Questions

Does Shoreline require an asbestos report with the demolition application?

No, the city does not require the report itself, but you must confirm the Puget Sound Clean Air Agency was notified before the permit is issued. The agency requires the survey regardless.

Can I take out trees when I demolish my Shoreline house?

Not under the demolition permit alone. Shoreline does not authorize tree removal, clearing or grading with a demolition permit; that has to be covered by another permit.

Who can sign the salvage assessment?

For whole-building demolition, a qualified salvage verifier: an established salvage or reuse retailer, a licensed deconstruction contractor, or a demolition company familiar with local salvage markets.
