Working Through the SeaTac Demolition Checklist

SeaTac has a short, specific demolition permit checklist, and demolition contractors who follow it keep projects on schedule. The city surrounds Seattle-Tacoma International Airport, which covers roughly 3 square miles and is owned by the Port of Seattle. SeaTac incorporated on February 28, 1990, and had 31,454 residents and 11,774 housing units in the 2020 census.

What the city asks for

The City of SeaTac's Demolition Permit Checklist lists:

  • Asbestos survey or analysis submitted with the application.
  • Proof of Clean Air Agency notice, with the application and case number. The checklist notes notice is required for asbestos projects disturbing 10 linear feet or 48 square feet or more of asbestos-containing material in King, Pierce, Kitsap and Snohomish counties, and that federal rules are similar.
  • Sewer capping permit issued by the sewer district that serves the site.
  • Utility disconnection. For total building demolition, utilities are disconnected and capped within five feet of the property, following the serving utility's practices, and this must be done by final inspection.
  • Site restoration plan for the area where structures are removed, unless the demolition is part of other construction permits.

The sewer capping permit comes from the district, not the city, so we find out which district serves your lot and get that permit moving early.

The agency's 10 days

Separately from the city checklist, the Puget Sound Clean Air Agency requires an AHERA-certified building inspector to do the survey, a demolition notification for any structure with more than 120 square feet of roof area whether or not asbestos is found, and a 10-day wait after filing. We usually file as soon as the survey is back so the wait runs alongside city review.

Living next to an airport

SeaTac's land use has been shaped by the airport for decades. Wikipedia notes that the Sea-Tac Communities Plan of 1976 was the first program in the United States in which an airport operator established a noise buffer, and land acquired for it became North SeaTac Park, covering 420 acres. Angle Lake, with its 10.5-acre Angle Lake Park, is the city's best-known lake. Today's SeaTac mixes single-family neighborhoods, apartments, hotels, parking operations and commercial buildings along International Boulevard, and we work on all of them.

Restoring the site

Because SeaTac asks for a site restoration plan, we finish each demolition by removing debris and foundations as scoped, filling and grading the area, and leaving the ground stable, with erosion control in place until it is seeded or built on.

SeaTac Questions

Who issues the sewer capping permit in SeaTac?

The sewer district that serves your property. SeaTac's checklist requires that issued permit with the demolition application.

What is a site restoration plan?

A plan for how the area where structures are removed will be left. SeaTac requires one unless the demolition is part of other construction permits.

Do I need an asbestos survey for a small house in SeaTac?

Yes. The city checklist asks for an asbestos survey or analysis with the application, and the Clean Air Agency requires one before demolition.
